Nepal Team in Bagil Union Parishad

Nepal started implementing the Horizontal Learning Program (HLP) from April, 2014. The country has been doing this under the approval and guidance of the Ministry of Federal Affairs and Local Development (MoFLAD). A 14-member team from Nepal visited Bangladesh from 27 August to 1 September 2015 for gathering theoretical and field-level knowledge so that the country can properly implement this program. Before this, two similar teams from Nepal visited Bangladesh in this regard.

The visiting Nepali team learnt about the overall HLP methodologies and challenges in its five-day trip. It went to Tangail for knowing about how at the field level, the program was being implemented.

They visited Bagil Union Parishad under sadar upazila, Shakhipur Municipality and the district administrative office in Tangail. They learnt about the good practice being implemented in Bagil Union Pariasad and Shakhipur Municipality, two local government institutions. In Bagil UP, they gathered practical knowledge about the good practice of its village court, community clinic, culvert and bamboo-built bridge. Moreover, the team visited the place’s waste water treatment plant and the disability-friendly services. They exchanged views with the respective officials.

A roundtable meeting was held on 31August 2015 at NILG for experience sharing on the visit. This meeting was presided by Mostafa Kamal Hayder, DG, NILG. The discussants in the meeting were Dr. Mohammad Golam Yahia, Director (Training and Consultancy), Manika Mitra, Nurul Islam, Imranur Rahman of NILG; Saidur Rahman, Chairman of Boltagari UP, Saidpur, Nilphamari; Dr. Akira Munakata, JICA; Gokorna Mani Duadi, Join secretary MoFALD; Rabindra Adhikary of COMAT; Professor Dr. Chandra Lal Shrestra of Tribhuban University; Madhab Prasad Paudel of ADDCN; Nava Raj Gelal of NAVIN; Devi Prasad Gyawali, former Deputy Mayor; Jaya Krishna Shrestha, Director, LDTA; Mahidul Islam of HLC; Mohammad Abu Hamid of UP Help Line; and Samar Roy of Media Professionals Group.

This trip ended with a future action plan developed by the Nepalese team. Gokorna Mani Duadi, Joint Secretary, MoFALD, on behalf of his team presented that plan.  Discussants in this program were  M. Akramul Haque, Executive Director, DASCOH & Mark Ellery of WSP World Bank. Other participants were Hiroki Watanbe, Advisor, JICA; Imam Mahmud Riad and Neils Van Den Berge of Max Foundation; Saha Dipak Kumar and Joshep Halder of NGO Forum; Aminul Bari Shubhro of UP Helpline; and Salim Hossain Bhuiyan, Tareq Mahmud and Md. Rahmat Ali of WSP. Santunu Lahiri was the Facilitator in this trip.
